An Arlington member of the violent Salvadorian gang Mara Salvatrucha received 20 years earlier this month for a conspiracy to extort money from an inter-state prostitution ring.
Court papers show that Alcides Umana, 23, is an illegal immigrant from El Salvador who was a member of the street gang known as "MS-13." In a series of federal cases in the Eastern District of Virginia, federal prosecutors laid out elements of the conspiracy in which the gang members were charging "rent" to a pimp to let him bring a prostitute from Maryland to Virginia.
"Rent is a term used to refer to extortion payments," wrote Alexandria Detective Thomas Durkin in an affidavit for an arrest warrant in the case.
The plot unfolded on the quiet, leafy streets of an Alexandria neighborhood close to Beverley Hills, a community near the city’s border with Arlington County. On a hot Wednesday evening last June, a pimp named Claros Luna rolled his 2002 silver Honda Accord into Alexandria and parked along the southern edge of Manor Road. The prostitute, who is referred to in court papers simply as "Y.D.," got out of the car and walked up a hill and through a courtyard. There, in the narrow lobby of building 704, she realized her call that evening would not be business as usual.
The Alexandria member of MS-13 pointed a small dark-colored handgun at her and directed her back to the pimp’s parked car. He marched the prostitute back to the Accord and entered the driver’s side rear door. Meanwhile, 29-year-old gang member Adolfo Amaya Portillo entered the front passenger door and pointed a gun at the pimp. Alcides Umana, a 23-year-old member of MS-13, slid into the passenger’s rear door with a knife.
The attempted extortion didn’t go off as planned.
Luna tried to grab Portillo’s handgun, and Umana put his knife to the pimp’s throat. Then Portillo and Arguera shot Luna three times. The three gang members from Northern Virginia took all the pimp’s profits and his cell phone before running in the streets near the Beverley Hills neighborhood.
"To be honest, it freaked me out," said Willow Anderson, who has lived at Lloyd Apartments for seven years. "It was shocking because nothing like this ever happens here."
A TEAM OF local and federal law-enforcement agencies worked on the case together. The list includes Alexandria Police Department, the Arlington Police Department, the Fairfax County Police Department, the Federal Bureau of Investigation, the United States Immigration and Customs Enforcement and the Untied States Attorneys Office for the Eastern District of Virginia.
"The violence that criminal gangs threatened will not be tolerated," said Shawn Henry, assistant director in charge of the FBI Washington Field Office, in a written statement. "Gangs attempting to instill fear will be dismantled, and they will not terrorize our communities."
Portillo is scheduled for a sentencing hearing later this month, and Arguera is on the docket for late July. In a written statement released last week, federal and local officials hailed the investigation and prosecution of the three gang members as a triumph of justice.
"Due to the brazen and violent nature of the crime committed in this case, the defendant poses a serious risk of harm to the public," wrote United States Attorney Neil MacBride in his request for a 30-year sentence.
