The MS-13 Gang and Al Qaeda Connection By kea Gangs, such as Mara Salvatrucha, mainly help terrorists for financial gain. A member of Mara Salvatrucha (MS-13) when asked why MS-13 would agree to aid Al Qaeda in the wake of 9/11, stated “Money. That is the reason for everything.” (Williams, 2005, p. 169). MS-13 is one of the largest and most dangerous gangs. MS-13 controls the majority of smuggling (drugs, weapons, and people) that flows from Mexico into the United States (Williams, 2005). MS-13’s determination to control the United States-Mexico border is evident by the shear number of gang members assigned this duty. MS-13 has over three thousand gang members that watch over the border (Williams, 2005). The United States government only has approximately ten thousand border patrol agents assigned to the Mexico border (Minority Staff of the Committee on Homeland Security U.S. House of Representatives, 2005). How serious is the United States government at controlling the border when gangs like MS-13 dedicate almost a third the amount of resources as the United States government does at controlling the border? The ability of MS-13 to effectively and publicly control the border allows them to deal with terrorists, such as Al Qaeda. MS-13’s ability to control the border is what captured the attention of Al Qaeda: "Mara Salvatrucha attracted the attention of top Al Qaeda officials, who realized that the Salvadoran gang could be used to smuggle operatives and weapons (including small nukes and other weapons of mass destruction) into the United States and also to provide safe transport over the border and shelter for sleeper agents in town and cities from San Diego, California, to Bangor, Maine; from Miami, Florida, to Kodiak, Alaska – places where the gang already established a presence" (Williams, 2005, p. 160). By 2002 Al Qaeda and MS-13 officially became partners. Their partnership was simple: "In exchange for safe passage across the border, shelter within the states, and a bogus matricula consular, Al Qaeda – through its cells in South America – agreed to pay Mara Salvatrucha from $30,000 to $50,000 for each sleeper agent" (Williams, 2005. p. 160). Maryland does not report to ICE when illegals are arrrested for many violation including weapons violations. Should all crimes be reported to ICE, no matter the severity? What should Maryland do with these illegals? Will reporting to ICE now, help that 11 year old child? This is an East coast state, why should It even be considered a sanctuary state? Is this proof that gang violence has spread across the country? XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX Suspected illegal alien gang members arrested for rape of 11-year-old girl February 25, Dave Gibson Montgomery County Police Dept.On Tuesday night, police in Montgomery County, MD arrested two men accused of raping an 11-year-old girl. Officers found the two in the apartment, where the alleged assault took place. Montgomery County police spokesman Cpl. Dan Friz told reporters: “Based on the information she provided and the location and description of the gentlemen and some of the contents in the apartment, the officers went right to the apartment, found the two guys in the apartment, locked them up.” Officers arrested Melquicide H. Sorto, 31, and Marcos R. Torres-Enriquez, 20, and charged them with second-degree rape. Both are being held in the Montgomery County Jail on $1 million bond. The victim said she first encountered the men in the afternoon, near the intersection of Piney Branch Road and Carroll Avenue when they yelled at her in Spanish. The girl, who does not speak Spanish, kept walking. Later, she was playing in a nearby park, when the two grabbed her and forced her into their apartment in the 8700 block of Carroll Avenue, where she says both men raped her. The little girl ran home and immediately told her mother. She was taken to a local hospital for evaluation and later released. Due to the heinous nature of the crime, police have notified Immigration and Customs Enforcement of the arrest, and are currently investigating a possible link to gang activity. Montgomery County police only report illegal aliens to the feds when they have been arrested for a very serious crime such as rape or murder. As Judicial Watch recently pointed out, illegal aliens arrested for burglary, simple assault, and most weapons violations are still not reported to ICE for deportation. Just as with any offender, bail is set for them and they are released back onto the streets to either commit more crimes in the county or to flee elsewhere. As a direct result of Maryland’s continued lax attitude toward illegal immigration, the state’s sanctuary cities, and lack of cooperation with federal authorities, violent crimes committed by illegal aliens have recently soared. Maryland is also one of a handful of states which issues driver’s licenses to illegal aliens. Additionally, the Maryland State Board of Education recently announced that they will not allow county school districts to count the number of illegal alien students registered in their respective districts. The following is a short list of some of the violent crimes recently committed by illegal aliens in Montgomery County, MD: -In July 2009, Edwin Umana, 21, was stabbed to death by seven Hispanic gang members. -In November 2008, Tai Lam, 14 was shot to death on a crowded bus by 20-year-old MS-13 member and Takoma Park resident Hector Mauricio Hernandez. Unfortunately, this killing could have been avoided if Hernandez had been reported to federal authorities a month earlier, when the illegal alien was released after being caught carrying a concealed weapon. -In October 2008, police arrested Honduran national Jose Juan Garcia-Perlera, 33, for the murder of Frances Havenstein, 63, after being linked to the crime with DNA evidence. He was also charged with several counts of robbery in a string of home invasions which targeted elderly homeowners. He always tied-up his victims, one of whom was 92-years-old. At the time of his arrest, Garcia-Perlera was living in Hyattsville, MD and working for an electrical contractor. He had been in the country illegally for six years. -In September 2008, while at a local mall, a Gaithersburg teenager was stabbed nearly 50 times by gang members Ricardo Mejia, 16, Oswaldo Michael Lainez, 16, Omar Diaz, 16, and Edgar Garcia, 15. Though he was stabbed in the heart, the teen survived the attack. All of the assailants were charged as adults with attempted first-degree murder, first-degree assault, reckless endangerment and two conspiracy charges. In April 2009, Montgomery County Police Chief J. Thomas Manger announced that criminal activity committed by illegal alien gangs MS-13 and the Latin Kings had increased significantly and accounted for the higher numbers of serious crimes such as rape, robbery, and murder. Ramos, whom prosecutors describe as a member of the MS-13 gang, was arrested as a juvenile for an assault in October 2003 and an attempted purse-snatching in 2004. Juvenile courts sent him to a shelter after the first incident and to the city-run Log Cabin Ranch in the Peninsula hills after the second. Case records don't show whether police or juvenile courts suspected that Ramos had entered the United States illegally. But under the city's sanctuary policy, as juvenile authorities then interpreted it, they would not have passed along that information to federal immigration officials. Mayor Gavin Newsom reversed that practice in 2008 and ordered city employees to report suspected illegal immigrant youths to federal authorities after felony arrests. City supervisors passed an ordinance over Newsom's veto that delayed reporting until a youth is found to have committed a felony, but the mayor is refusing to enforce it, saying it violates federal law. After Ramos' release, federal authorities learned of his immigration status but did not take him into custody. The family's lawsuit contended, however, that the city was responsible for the shootings because its policy had allowed Ramos to go free. In her ruling, Woolard said San Francisco had no duty to protect the Bolognas or anyone else from Ramos unless city officials had information that he posed a specific danger to them. There was no such evidence in this case, she said. Davis also argued that San Francisco had violated a federal law prohibiting local authorities from interfering in immigration enforcement and should be held responsible for any resulting harm. The judge, however, questioned whether the law applied to the city's actions. She said the law couldn't be a basis for finding the city liable because it was intended to improve immigration controls, not to prevent crime. You can get rich by exploiting them for cheap labor if you were a business owner. Their upkeep is less the what it cost to house a slave prior to the Civil War. Human smuggling pays also pays quite handsomely. Transporting twenty illegals @ 5k per head would give you a gross profit of 100k. Most of the trucks that are stopped can hold substantially more. That doesn't include the ancillary profits that can be made from using the illegals as mules for drug runners. Their children are often recruited into street gangs like MS-13 where more money is made from extortion, drug trafficking and murder for hire. (Minors are used by adults to commit the more heinous crimes because the sentences for juveniles lack teeth). Stolen cars are used for the car part market; stolen building supplies allow for cheaper construction costs and the list goes on and on. Why do Advocates for illegals maintained MS 13 is harmless & will La Raza Church advocates all demand his release again advocates say MS 13 is harmless and misunderstood ? ? Note he does have a family ? Will separation of families get him released without any charges ? Federal authorities tossed an illegal immigrant former gang member into solitary confinement in a Virginia jail because his many tattoos led them to believe he would take a leadership role among other MS-13 inmates, court documents said. Jose Noe Uria Hernandez's attorney said in documents filed in Alexandria's federal court that his 30-year-old client left the gang before he snuck into the United States from El Salvador in early 2003. Hernandez had been in the United States illegally before and was deported in 2002 after serving a one-year sentence for stealing cars in Fairfax County, where he had been running with MS-13. Hernandez was sentenced to one-year, four months in prison Friday after pleading guilty to being in the United States illegally. He was most recently arrested in October while traveling from Nashville, Tenn., to Northern Virginia for a construction job, his attorney, Douglas Steinberg, wrote in court documents. Since then, "he has been placed in solitary confinement because of his tattoos," Steinberg wrote. Authorities are concerned that Hernandez "would take a leadership role among other MS-13 detainees." According to Steinberg, as a teenager in El Salvador, Hernandez "had little choice but to join a gang, either MS-13 or 18th Street," MS-13's bitter rival. He became fully immersed in gang society, a lifestyle that resulted in his many tattoos. Eventually, Steinberg wrote, Hernandez had to flee El Salvador because "flying death squads related to right wing paramilitary groups were shooting MS-13 gang members on sight." In 2001, Hernandez moved to Northern Virginia and fell in with MS-13 there. He quickly racked up convictions, including one for grand larceny in Fairfax County that resulted in his deportation a year later. Hernandez quickly returned to Untied States, moving to the Nashville area for construction work. Steinberg wrote that since his return, Hernandez has led a "quiet life in which he started a family." In Montgomery County gangs have often cropped up in the form of pack robberies -- roaming gangs of youth who rip off people's wallets and cell phones -- instances of which started climbing in late 2007, driving up the county's crime rate. In 2008, the year covered by the council's report, county jail officials cited pack robberies as the cause of a record high jail population. One robbery would net three to five arrests of mostly young men between 18 and 25 years old. Gangs in Montgomery County have also taken violent action. In November 2008, a 14-year-old boy was gunned down on a county bus by an MS-13 gang member. In early 2009, a 15-year-old Hyattsville boy was abducted by 18th Street gang members, who believed he was a member of rival MS-13, and found stabbed to death in Gaithersburg. Jon Feere, a legal policy analyst for the Center for Immigration Studies, noted that the Montgomery County Council report cited a 12 percent reduction in violent crime in Fairfax County from 2006 to 2008, compared with a 5 percent drop in Montgomery during the same period. "It is possible that Virginia's statewide efforts at discouraging illegal immigration have resulted in a greater decrease in violent criminal activity, particularly when it comes to the issue of criminal alien gangs like MS-13," Feere said. fklopott@washingtonexaminer.com Does the present of MS 13 whom the open borders declares are harmless do you consider MS 13 harmless are do they have a chip on their shoulder ? MS-13 gang member Jose Gordillo Portocarrero has been charged with attempted murder, after allegedly shooting a man and a pregnant woman in Sterling, Va. On the night of Sept. 13, 2008, Portocarrero along with two other gang members, allegedly drove around the town of Sterling looking for members of the 18th Street gang members to attack. The two victims were standing outside a house ion North Argonne Avenue, when the three saw them and stopped. According to federal court documents, Portocarrero parked around the corner, two of the gang members then exited the car, one carrying a baseball bat, and the other a gun. The gunman began shouting at the two victims, then opened fire. The pregnant woman was hit in the chest, while her companion was hit in both the stomach and chest. All three assailants then fled the scene. Though seriously wounded, both recovered, the woman’s unborn baby also survived the shooting. Last month, Portocarrero was arrested by Loudoun County sheriff's deputies on unrelated charges. In custody, he admitted to being an MS-13 gang member, as well as to his role in the 2008 shooting. In recent years, Northern Virginia has been inundated with illegal alien, and the notoriously violent Salvadoran gang known as MS-13 has emerged as the area’s most prominent gang. The FBI's National Gang Task Force Director Robert Clifford, said: "The migrant moves and the gang follows. If you follow the construction trade, that is where a lot of these immigrants go." MS-13 set up shop in Northern Virginia during the 1990s, lured by the region's fast-growing Salvadoran population, later expanding into the Maryland suburbs of Langley Park and Gaithersburg. During 2004-2005, there were two machete attacks in the Northern Virginia area. An Alexandria teenager lost four fingers during a savage encounter with MS-13 members, while a Fairfax man also became a victim of an MS-13 machete attack. Both incidents are believed to have been acts of initiation. In 2005, two MS-13 members were convicted in an Alexandria, Va. United States District Court for killing a 17-year-old pregnant girl. A rope was placed around the neck of Brenda Paz,, she was then stabbed repeatedly. Her body was left along the muddy banks of the Shenandoah River. A 27-year-old woman booked Tuesday on suspicion of second-degree murder repeatedly stabbed a man in an apartment Nov. 15, Mesa police say. Investigators got a break in the case when a friend of Sindy Nohemi Ventura told them how Ventura described the stabbing, including details about how she twisted the knife so the victim would bleed internally but spill less blood, according to court documents. "Ventura told her friend she learned how to stab this way while growing up in El Salvador and being a member of MS-13," a detective wrote in the document. MS-13, or Mara Salvatrucha, is a notorious Salvadoran gang. According to the court document, an anonymous caller at a pay phone at 9:11 p.m. reported a dead body inside a unit at the Verandas Apartments, 1415 N. Country Club Drive. No one answered the locked apartment door, so officers climbed through an open bedroom window and found Vicente Villegas Guarneros lying on the floor and covered with a blanket. Ventura was asleep on the living room couch. "This female made the spontaneous statements to the officers, 'I didn't kill anyone. I did bad, but I'm not bad. I didn't kill anyone,'" a detective wrote. Ventura made the statements before officers told her there was a dead body in the next room. She invoked her right to remain silent. Police found a bloody 12-inch kitchen knife inside a plastic box by the front door. An autopsy found that Villegas had multiple stab wounds in the abdomen, and the wounds were consistent with a knife being twisted. Ventura's friend told investigators Ventura called her shortly before 9 p.m. and told her she had just killed someone and she wanted to be picked up. Ventura told the friend she had gone to a casino with the man she killed. Ventura, a suspected illegal immigrant, was being held in a Maricopa County jail without bail. http://www.eastvalleytribune.com/story/147659. moreResolved Question: How to spell crip with your hands?
IThis is long so either read it all or skip to my actual question 2nd paragraph , 1st is my background m not ghetto i lived in a regular neighborhood most my life until my parents got kicked on the street then we stayed in a homeless shelter for 1 month , I then first time ever went to ghetto schools like Paseo, Central, Pitcher and i was abused , beat up and tortured for getting A's and being smart trying to make something of myself , We then moved with a friend for 3 weeks afterwhich we left because her son wanted to kill my mom. Then we stayed at another homeless shelter for an amount of time until we left out of the ghetto about a year later ,I finally was sfe and happy we were in a normal neighborhood . This paradise lasted 3 months , my mom had a drinking problem which resulted in us moving to a different hood , Cripside , I then for 1 year went to a all crip school we had 5 ace deuce gang , Tra side bloods , Southside surrs and ms-13. But they were all outnumbered by the majority of the school being crips . So no other gang would fight crips cause the sheer numbers . Im going to skip ahead of the rest of my life im pretty sure you wouldnt want to hear anyway So now in 2009 i go to a nice regular school in the suburbs , Over here there are no real gangs , only wannabe white boys , So i was traumatized and quiet at the beggining of the year due to being in the real ghetto for so long . But I started to act gangster and remembered where i came from and all the girls in the school started to like me and call me pimp , I was amazed at how white girls liked that i now tease them and flirt but when someone asks me to thrw up my set i cant do anything so help me , and dont say be yourself ive modified myself into this on purpose because i hated my old soft self moreResolved Question: Will Holder be tried in the same venue as the war criminals?
http://www.cnsnews.com/news/article/57224 Are we at war—or not? For if we are at war, why is Khalid Sheikh Mohammed headed for trial in federal court in the Southern District of New York? Why is he entitled to a presumption of innocence and all of the constitutional protections of a U.S. citizen? Is it possible we have done an injustice to this man by keeping him locked up all these years without trial? For that is what this trial implies—that he may not be guilty. And if we must prove beyond a reasonable doubt that KSM was complicit in mass murder, by what right do we send Predators and Special Forces to kill his al-Qaida comrades wherever we find them? For none of them has been granted a fair trial. When the Justice Department sets up a task force to wage war on a crime organization like the Mafia or MS-13, no U.S. official has a right to shoot Mafia or gang members on sight. No one has a right to bomb their homes. No one has a right to regard the possible death of their wives and children in an attack as acceptable collateral damage. Yet that is what we do to al-Qaida, to which KSM belongs. We conduct those strikes in good conscience because we believe we are at war. But if we are at war, what is KSM doing in a U.S. court? Minoru Genda, who planned the attack on Pearl Harbor, a naval base on U.S. soil, when America was at peace, and killed as many Americans as the Sept. 11 hijackers, was not brought here for trial. He was an enemy combatant under the Geneva Conventions and treated as such. When Maj. Andre, the British spy and collaborator of Benedict Arnold, was captured, he got a military tribunal, after which he was hanged. When Gen. Andrew Jackson captured two British subjects in Spanish Florida aiding renegade Indians, Jackson had both tried and hanged on the spot. Enemy soldiers who commit atrocities are not sent to the United States for trial. Under the Geneva Conventions, soldiers who commit atrocities are shot when caught. When and where did Khalid Sheikh Mohammed acquire his right to a trial by a jury of his peers in a U.S. court? When John Wilkes Booth shot Abraham Lincoln, alleged collaborators like Mary Surratt were tried before a military tribunal and hanged at Ft. McNair. When eight German saboteurs were caught in 1942 after being put ashore by U-boat, they were tried in secret before a military commission and executed, with the approval of the Supreme Court. What makes KSM special? Is the Obama administration aware of what it is risking by not turning KSM over to a military tribunal in Guantanamo? moreResolved Question: How come Maryland is becoming a haven for illegal gangs with more on the way & the police cannot do anything?
How come Maryland is becoming a haven for illegal gangs with more on the way & the police cannot do anything about it, how come they allow gangs to roam the streets without any fear of police ? The Northern Virginia Regional Gang Task Force just released a report which claims that due to tougher laws and a concerted effort by law enforcement, many illegal alien gangs are leaving Virginia for the safe havens of Maryland. The report said: "Many gang members from Northern Virginia are moving or driving to Prince George's and other Maryland counties, into the District of Columbia or further south and west into Virginia to avoid dealing with police departments that are unrelenting in their efforts to keep gangs under control.” The report also found that there are 5,000 gang members in Northern Va., including 3,000 MS-13 members. Because of more cooperation between local and federal agencies, violent crime in the region has decreased by 17 percent from 2003-2008. However, as a direct result of Maryland’s continued lax attitude toward illegal immigration, the state’s sanctuary cities, and lack of cooperation with federal authorities, violent crimes committed by illegal aliens have recently soared. Maryland is also one of a handful of states which issues driver’s licenses to illegal aliens. Additionally, the Maryland State Board of Education recently announced that they will not allow county school districts to count the number of illegal alien students registered in their respective districts. Several high profile murders committed by illegal aliens in Montgomery County, MD forced city officials to change their policy in reporting criminal aliens to Immigration and Customs Enforcement. However, as Judicial Watch recently pointed-out, Montgomery County police only report illegal aliens to the feds when they have been arrested for a very serious crime such as rape or murder. Illegal aliens arrested for burglary, simple assault, and most weapons violations are still not reported to ICE for deportation. Just as with any offender, bail is set for them and they are released back onto the streets to either commit more crimes in the county or to flee elsewhere. According to the Maryland State’s Attorney’s Office, there are 40 active gangs in Montgomery County with a total of about 1,150 members. Chief of the FBI’s MS-13 National Gang Task Force, Aaron Escorza recently said that gangs “know what law enforcement is doing. Word of mouth spreads quickly.” Illegal alien gangs are now spreading the word that Maryland is part of the “wild wild East.” In December 2008, the Center for Immigration Studies released a comprehensive report on law enforcement’s handling of illegal alien gangs, entitled “Taking Back Our Streets.“ An excerpt taken directly from that report follows: “Consider the case of Milton Calderon-Menendez (age 25, citizen of El Salvador), who was arrested in March 2008, by the Prince William County, Va., gang unit. FRANCE HAS A population of 60 million. What would you say if one third of France’s population, or 20 million people, decided to move to the United States for better jobs and government benefits? What if they insisted on coming here, despite our wishes and in violation of immigration laws? Would you just roll out the red carpet? Would you sit idly by as 20 million jobs were taken from American workers? This is what’s happening in today’s illegal immigration con game. Difference is, most of these migrants are from Mexico and Central America and they arrived during the last 20 years, about a million a year. Note that this illegal immigration has been in addition to the more than 1 million a year admitted legally, by far the largest legal immigration program on earth. Republican and Democrat administrations have done nothing serious to stem this tide. Why not? Because both national political parties are in thrall to the U.S. Chamber of Commerce and its offshoot, the Essential Worker Coalition — composed mainly of multi-national corporations in the agriculture, hospitality, food processing, construction and financial services industries. These businesses love illegal immigration and the millions of poor workers arriving from the Third World. They get to pay bottom dollar, depressing the wages of average low-skilled workers, saving hundreds of millions of dollars over the cost of hiring Americans and legal immigrants. They pass the social costs on to the American taxpayer: healthcare, education, welfare, housing and crime. That’s what makes it a racket and a con game. Stripped of their phony humanitarian rhetoric, it’s a huge transfer of wealth, from middle-class taxpayers across the backs of illegal alien labor into the coffers of multi-national bank accounts. No wonder the Chamber of Commerce supports amnesty. It would constitute a bright green light to the next 20 million illegal immigrants. Local communities bear the brunt of these massive and escalating costs. Counties and municipalities across the country are organizing to reclaim our sovereignty. They understand that illegal immigration is not a victimless crime. In fact, there are two sets of victims: the illegal immigrant lured to leave his home and family, exploited by the Wall Street corporations; and the American citizen struggling with 10 percent unemployment, shrinking wages, compulsory bilingual education, collapsing school systems, overcrowded roads, overwhelmed hospitals and rising crime. Not least of this crime is gang violence. The MS-13 gang is one of the most violent, ruthless and deadly criminal enterprises in the country. Virginia is home to the second-largest concentration of MS-13 members. They are in Culpeper, Page, Shenandoah, Rockingham, Warren, Prince William, Loudon and Fairfax counties. Most of their victims are Hispanic. moreResolved Question: What is your opinion on this Immigration agents nab 280 in Texas gang probe?
DALLAS — Immigration agents arrested 280 people in Texas during a six-month national roundup of gang members and criminals. U.S. Immigration and Customs Enforcement announced Thursday that agents working with state and local officials made the arrests as part of Operation Community Shield. The sweep ended Sept. 30. and focused on gangs with foreign-born members. ICE says 127 were arrested in North Texas and 113 in the Houston-Galveston area. Those included members or associates of such international gangs as MS-13, Surenos and Laotian Oriental Killer Boyz. Officials say the 89-city operation led to 1,785 arrests nationwide of people suspected of gang and criminal activity or immigration violations. ICE says 35 percent of those arrested in the nationwide operation have violent criminal histories and more than 1,400 are suspected gang members. They have destroyed my city of Los Angeles. They are 3 million in a greater metropolitan area of 9 million. All public systems have ruptured taking care of their poverty needs. Go into any public elementary school. The school teaches on the lowest possible level, because one third of the class is still trying to figure out the English language. Go to any public library. All the computers are being hogged by poverty stricken illegals who can't afford computers. Go to any emergency room with an emergency. You can't get your broken arm fixed for four hours, because 200 illegals are getting their free care for the flu. You can't get your order straight at McDonald's. They only put bilingual illegals on the order window, and they don't speak English too well. Don't try to be a cop, or fireman or ambulance driver----if you can't speak Spanish to deal with the illegals, they don't need you. They can't fix the roads or build new ones. They need the money for welfare and food stamps for the illegals. Used to be, you could make $20 an hour putting up drywall. No more. Will this open the doors to other families who have had family members who were victims of illegal aliens? Do you agree that these cities should be held responsible when they release a known illegal alien with criminal records back on the streets? What is your opinion on this decision? XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX -------------------------------------------------------------------------------- Judge Lets Victims' Kin Take City of S.F. to Court San Francisco Chronicle Bob Egelko, Chronicle Staff Writer Monday, September 14, 2009 SAN FRANCISCO -- The family of a father and two sons who were slain in San Francisco last year can go to state court with a claim that the city is to blame for failing to turn their alleged killer over to immigration authorities when he was arrested earlier as a juvenile, a federal judge has ruled. City Attorney Dennis Herrera had asked U.S. District Judge Susan Illston to rule on the claim herself after dismissing the rest of the suit last month by Tony Bologna's widow and daughter. But Illston said Friday that the remainder of the family's case - that the city's negligence caused the killings - belongs in Superior Court because it is based on state law and challenges San Francisco's policies. Bologna, 48, and his sons Michael, 20, and Matthew, 16, were shot to death near their home in the Excelsior district in June 2008. Edwin Ramos, 22, is charged with murdering them. Ramos, a native of El Salvador whom prosecutors describe as a member of the MS-13 gang, was arrested twice as a juvenile, for an assault in October 2003 and an attempted purse-snatching in April 2004. Juvenile courts sent him to a shelter after the first incident and to the city-run Log Cabin Ranch in the Peninsula hills after the second. Case records don't show whether police or juvenile courts knew that Ramos had entered the United States illegally. But under juvenile authorities' interpretation of the city's sanctuary policy at the time, they would not have passed that information along to federal immigration officials. Federal authorities learned of Ramos' status later but did not take him into custody for deportation proceedings. The family's lawsuit says the city was responsible for the shootings because its policy allowed Ramos to go free. Last month, Illston rejected the family's claim that the city's actions violated the shooting victims' constitutional right to due process of law. She said the city might be held to account if it knew Ramos posed a specific threat to the Bolognas, but not for releasing someone who allegedly endangered a large segment of the public. Herrera's office urged Illston to address the negligence claim as well, arguing that it was governed by the same legal standard: a requirement that the plaintiffs show city officials knew the Bolognas were in danger and had a duty to protect them. But Matthew Davis, the family's lawyer, said Monday that California law makes it easier to hold government officials accountable for allegedly harboring illegal immigrants or preventing police from reporting them to federal authorities. What do U think Operation Community Shield 29 Illegal Alien Gang Members in Las Vegas how many others do U believe to be in America? Federal agents and local police officials arrested 29 gang members and their associates -- including many with serious criminal histories -- following a three-day multi-agency gang enforcement operation in Las Vegas and Mesquite, Nevada, according to a report obtained by the National Association of Chiefs of Police's Organized Crime Committee. The operation, which ended on Friday, was led by agents of the US Immigration and Customs Enforcement. Two of the gang members arrested during the surge that began last Tuesday are facing federal criminal prosecution for re-entry after deportation. The others are foreign nationals who are being processed for deportation. The group taken into custody includes a Salvadoran national with ties to the notorious MS-13 gang, a citizen of Afghanistan, and a citizen of the Bahamas; the remaining 26 are citizens of Mexico. Joining the federal agents in the anti-gang operation were officers from the Las Vegas Metropolitan Police Department, the Mesquite Police Department and the Nevada Department of Public Safety Division of Parole and Probation and Division of Investigation. The arrests were made as part of ICE's National Gang Unit surge known as Operation Community Shield. As part of the initiative, ICE partners with other federal, state and local law enforcement agencies across the country to target the significant public safety threat posed by transnational street gangs. "Street gangs pose a growing public safety threat to communities throughout this area," said Robert Schoch, special agent in charge of the Office of Investigations in the Las Vegas. "The violence and crime associated with these gangs has reached intolerable levels." The foreign national gang members and gang associates who were arrested on administrative immigration violations have been placed in removal proceedings. They will be held in ICE custody and scheduled for a deportation hearing before an immigration judge. Most of the individuals arrested during the operation have criminal histories, including prior convictions for drug trafficking, weapons possession, kidnapping with a deadly weapon, home invasion, battery with a deadly weapon, sex crimes involving children, grand larceny and other offenses. Luis Morales-Villapudua, 38, a Mexican national previously convicted of drug trafficking, has been criminally charged with re-entering the United States after deportation, a federal crime that carries a maximum penalty of 20 years in federal prison. "On behalf of the Mesquite Nevada Police Department and the entire Mesquite community, we would like to express our appreciation to ICE for the agency's continued efforts to assist us with the removal of criminal aliens from our streets," said Mesquite Police Chief Douglas L. Thomas Browne, the special agent in charge of the FBI's Little Rock field office, said the number of human trafficking cases rose steadily in recent years as Arkansas had one of the nation's fastest growing Hispanic populations. However, Browne said only two of his 80 agents spread through the state handle those cases, as the bureau juggles the demands of investigating potential terrorism suspects and halting so-called "lone wolf" killers. "It's an issue of education and awareness and trust in the community in terms of people who are in these particular situations who are afraid to come to law enforcement," Browne said in an interview with The Associated Press. "They might think, 'OK, if I go to law enforcement, I'm going to be booted out of the country.'" Browne declined to offer any specifics about numbers of human trafficking cases in Arkansas, where the U.S. Census Bureau estimates about 160,000 Hispanic people now live. Other studies suggest about half of the state's immigrant populations lives in the country illegally, meaning many fear going to the authorities and being discovered by U.S. Immigration and Customs Enforcement agents. FBI agents have options to help illegal immigrants with the citizenship status when they come forward, Browne said. The number of human trafficking cases has increased, often involving men or women forced into prostitution once they come across the border, Browne said. However, trafficking can involve other schemes. "It can be more sublime, that they're just trying to work their way out of a situation where they're migrant farmer workers or in some other industry," the special agent said. "They're indebted to the point they can never get out to whomever helped them into the country." In Northwest Arkansas, police agents have warned cross-border Hispanic gangs such as Mara Salvatruchas, also known as MS-13, might be infiltrating the community. However, Browne said the FBI hadn't seen a "real significant trend" in the growth of Hispanic gang activity in the state. Browne and other FBI agents later spoke with Hispanic leaders as part of a seminar put on by the Mexican consulate in Little Rock. Consul Andres Chao said he welcomed the FBI's outreach and acknowledged more needed to be done to help the growing number of recent immigrants understand they could come to police and federal agents for help. "These changes have not come without friction," Chao said. http://www.nwaonline.net/articles/2009/08/14/news/081509arhispaniccrime.txt moreResolved Question: MS-13 AND Al Qaeda? Can things get any MORE frightening?
I just read an article that MS-13, the infamous Latin Gang-Bangers, are now involved in smuggling Al Qaeda operatives into the United States. I've been saying all along we have to tighten up control of our border. It's not bad enough that undesirable South and Central Americans are sneaking in, but hidden amongst them are potential islamic terrorists. When will we learn? Will it take another 9/11 for us to get over our fear of offending the hispanics and moslems? moreResolved Question: if you had to join a street gang what gang would you join and why?

Three men with possible ties to the MS-13 gang were arrested late Monday night at 1604 E. Eighth St. in Jeffersonville. The Jeffersonville Police Department Drug Investigation Unit served a search warrant on the residence in reference to the possession and distribution of illegal narcotics, according to a JPD press release. Police seized cocaine, marijuana, a stolen handgun and an assault rifle from the residence. Two of the three suspects also allegedly were in possession of counterfeit Social Security cards, passports and state-issued identification cards. Police also found multiple pieces of MS-13 gang paraphernalia at the residence. Marshall E. Gray, 19, was charged with maintaining a common nuisance, possession of marijuana, dealing marijuana and possession of cocaine with the intent to distribute. German Arellano Sanchez, 20, was charged with counterfeiting, receiving stolen property and possession of cocaine with the intent to distribute. Ronnie Sanchez, 25, was charged with maintaining a common nuisance, counterfeiting and possession of cocaine with the intent to distribute. All three were transported to the Clark County Detention Center. JPD was assisted by the Charlestown Police Department Narcotics Division and the Indiana State Police. SO YOU KNOW • Members of Mara Salvatrucha, better known as MS-13, are mostly Salvadoran nationals or first generation Salvadoran-Americans, but also Hondurans, Guatemalans, Mexicans and other Central and South American immigrants. MS-13 operates in at least 42 states and the District of Columbia and has about 6,000 to 10,000 members nationwide. Right now, MS-13 has no official national leadership structure. The gang originated in Los Angeles, but when members migrated eastward, they began forming cliques that for the most part operated independently. MS-13 members typically work for legitimate businesses by presenting false documentation. They primarily pick employers that don’t scrutinize employment documents, especially in the construction, restaurant, delivery service and landscaping industries. The group is known for a high level of violence in its crimes. — Federal Bureau of Investigation http://www.news-tribune.net/local/local_story_205172935.html moreResolved Question: Why would Latina Gang shoot man just for wearing red sad day that young Hispanic men can't wear a red?
-- Two suspected members of the MS-13 gang have been arrested and a third is being sought in the Daly City slaying of a 21-year-old college student who was shot because his friends were wearing red - a color claimed by a rival gang - police said Thursday. One of Moises Frias Jr.'s companions was wearing a red sweater, and another a red-and-white San Francisco 49ers cap, when their car was riddled with bullets near the Daly City BART station Feb. 19. Frias died before he could reach the hospital, and two of the other three young men in the car were wounded. None of the victims had anything to do with gangs, investigators said. "That's very stupid thinking," Moises Frias Sr. said after learning of the arrests. "They're going to shoot him just because of that? Why don't they just kill each other?" The father said he would ask San Mateo County prosecutors to seek the death penalty in the killing, which he said devastated his family and made him fear for the safety of his surviving 18-year-old son and 13-year-old daughter. "I would never expect something like this to happen in my life," he said. "These guys, they destroyed my life, me and family, for nothing." Daly City police Detective Gregg Ogelsby noted that Frias' shooting was strikingly similar to the June 2008 killing of a San Francisco father, Tony Bologna, and his two sons in the Excelsior neighborhood. Prosecutors say another member of MS-13 - a subset of the Sureño gang, which claims the color blue - opened fire after mistaking one of the sons for a member of the rival Norteños, who claim red. "It's a sad day that young Hispanic men can't wear a red sweater without somebody pointing fingers at them and thinking he's a gang member," Daly City police Lt. Jay Morena said. The Honda, which had been stolen in San Francisco's Mission District, was found by police in the Castro a day after the slaying. http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2009/07/09/BA6L18LNEO.DTL&tsp=1 moreResolved Question: Random Question, Who do you think is the toughest Mafia?
Is it the Yakuza, the Italian Sicilian Mafia, The Russian Mafia, The Triads, I know the Italian AMerican mafia are not powerful as they used to. The Colombian Cartels and the French Connection are just not that powerful either. I heard that the Mexican Cartels deepest one though. So far because of their connections to Los Zetas, la Eme, Ms-13, 18st, Sur 13 gangs like East Side Longos from Long Beach, F13, Compton T-Flats and even work with a few white supremacist groups for example the Aryan Brotherhood and biker gangs like the Hell Angels and Mongols . But i also heard that the Albanian Mafia are the organized crime thats growing rapidly that have under control Europe Black Nigerian gangs, Pakistanis and even the Sicilian Mafia. And that are also taking territory away from the Russian Mob. When the Mexican Mafia fights among themselfs and street gangs like TRG, ABZ, Latin Kings, Neta, and mostly black gangs that are Piru Bloods, Crips, and the Black Mafia. So they dont really have much comepetition around them. moreResolved Question: What do you think about this Agents arrest 116 in gang sweep in Houston region?
Federal, state and local law enforcement agents arrested 116 people last week in a multi-city sweep that netted suspects with alleged gang ties and suspected illegal immigrants, authorities said. The arrests in Houston, Beaumont and Corpus Christi involved suspects linked to 14 gangs, including the notorious Mara Salvatrucha, or MS-13, the Latin Kings and the Aryan Brotherhood, according to Immigration and Customs Enforcement officials. ICE agents reported that three of the suspects had firearms in their possession when they were arrested, including an assault rifle, shotgun and handgun. The arrests were part of an ICE initiative called Operation Community Shield, which partners federal agents with state and local law enforcement to target gangs. The joint operation ran five days, and ended Friday. http://www.chron.com/disp/story.mpl/headline/metro/6504992.html moreResolved Question: How many OTM illegal aliens are present in the U.S.?
We have illegals from over thirty countries here, how many do you believe are counted as OTM? Just because some of these countries will not take their illegals back, do you believe they should be released in the U.S.? Are we not in danger from some of these illegals, and do people not understand that these are also some of the illegals they want to grant amnesty and the dream act to? ( In all surveys pertaining to illegals, they are categorized as otm or mexicans. it is politically correct) _________________________________________________________ Illegal Alien OTM Sun, 2009-06-28 13:42. Politics/Social Action http://www.blackhawkpress.com/blog/2008/11/terrorism-other-than-mexican-otm.html Terrorism & Other than Mexican (OTM) Illegal Aliens By Ben Furman, former FBI Counterterrorism Chief Other than Mexican (OTM) is a strange term. What does it mean? Ninety percent of the illegal aliens who cross the U.S. southern border each year from Mexico are Mexicans. The rest that come from all parts of the world are labeled Other than Mexican illegals by our government. The Department of Homeland Security (DHS) that oversees Customs, Immigration and Border Patrol enforcement said in a recent oversight committee that tens of thousands of OTMs enter the U.S. illegally each year. They have no idea of the actual number. Their statistics for 2005 show that of the 98,000 illegal aliens detained by the U.S. Border Patrol from countries other than Mexico (OTMs) 70 percent (68,800) were immediately released into the interior of the U.S. Why? Their home countries wouldn’t take them back and because we didn’t have a place to keep them, each was given a “ticket” and released after promising to return for his court date. Twelve percent returned in 2006, which left over 60,000 unaccounted for, and in some Texas Border Patrol sectors during this time the “no-show” rates were as high as 98 percent. Many of those released have serious prior felony criminal records. On October 18, 2005 the Border Patrol finally ended the “Catch & Release” program. Now the illegal aliens are supposed to be kept until the legality of their status is determined and then deported if they are here illegally. Sounds easy and logical until anti-illegal alien groups and attorneys get involved to prevent any deportation. But here’s the core reason for my post. In 2005 DHS said 850 people from countries of “special interest” were apprehended crossing our southern border. In 2006 DHS reported between 2001 and 2005 that 45,000 OTMs from countries on the U.S. list of state sponsors of terror (SST) or from countries that protected terrorist organizations and their members were released into America’s general public. This was done even though immigration officers could not confirm their identity. Remember, these are people that were caught, which represents only one out of ten that actually cross the border. That means that approximately 400,000 illegal aliens from Iran, Iraq, Syria, Pakistan, Saudi Arabia, and Yemen, whose identities could not be verified and who could be working for terrorist groups, are freely moving about the country. The FBI has testified numerous times that since it’s easy to enter the U.S. illegally without detection, terrorist groups believe that operationally there are no reasons to get visas, etc. to gain legal entry. Also, there’s an increase in the number of illegal aliens from countries with al Qaeda connections that are changing their identities to appear Hispanic by dropping their Islamic surnames. Posing as Hispanics they blend in with the mass of illegal aliens crossing the border. Again, DHS doesn’t have any idea how many potential terrorists have entered the country using this tactic. Professional smugglers, called “coyotes” and MS-13, a notorious Salvadorian criminal gang that has infiltrated all of our lower 48 states, use their pipelines to smuggle Middle Eastern and Asian illegals into the U.S. for $10,000 to $20,000 per person with no questions asked. A coyote caught with his “cargo” recently admitted that none of the men he has transported over the past six years was looking for a job or to “help his family.” Do the math. There are roughly 15 to 20 million illegal aliens in the U.S. and ten percent of those are OTMs. Any percentage of the OTMs that are from hostile countries constitutes hundreds of thousands. It’s the barn door analogy with frightening, staggering safety implications. Unless we can devise a system for rooting out the hostiles who have infiltrated our country, we’re in for a grim day ahead. I shook my head in disbelief when I heard two members of the new administration’s transition team say granting amnesty to all illegal aliens will be a priority. And amnesty my friends, also includes the terrorists! Thanks Joel, but isn't most of that against what hispanics and illegals want. he wants the best and the brightest. moreResolved Question: What do you think Edwin Ramos to be tried for the June 08 killings mistook the younger victims for gang rivals?
SAN FRANCISCO - An illegal immigrant accused of fatally shooting a father and his two sons in San Francisco traffic last year will stand trial for murder, a judge ruled Monday. Judge Teri Jackson said there's sufficient evidence for 22-year-old Edwin Ramos to be tried for the June 2008 killings. Police allege Ramos, from El Salvador, belongs to the violent MS-13 street gang that originated among immigrants from that country and he mistook the younger victims for gang rivals. Slain were 48-year-old Tony Bologna and his sons, 20-year-old Michael and 16-year-old Matthew. Ramos has said he drove the getaway car but wasn't the shooter. The shooting sparked concern over a loophole in San Francisco's sanctuary city policy, in which illegal immigrants charged with crimes as minors were not handed over to federal immigration officials but flown home or housed in the state at the city's expense instead. That policy allowed Ramos to stay in the U.S. even though he had been charged with felonies as a minor. The city has since closed that loophole. http://www.casperstartribune.net/articles/2009/06/29/ap/us/d994lkp00.txt moreResolved Question: How are they going back and forth into Mexico so easily?
Albuquerque police say the man wanted for a robbery and shooting that left a Denny's cook dead has fled to Mexico, but they've caught the man suspected of helping him cross the border. Police think Francisco Melgar is in Mexico, on the run after Saturday's deadly Denny's robbery. APD says they are seeking the help of federal agents and Mexican police to capture Melgar. Melgar is one of at least three masked, armed men who stormed the Denny's at Coors and Iliff Saturday morning. The restaurant's cook was shot and killed during the robbery. Detectives tracking Melgar found Mario Burgos Rosales, who is suspected of helping Melgar evade arrest. Police say like Melgar, Rosales is an El Salavadoran and member of the street gang MS-13. Detectives tracking Melgar found Mario Burgos Rosales, who is suspected of helping Melgar evade arrest. Police say like Melgar, Rosales is an El Salavadoran and member of the street gang MS-13. Rosales was found at the house of Melgar's brother. He faces charges of aiding and harboring a felon. The brother told police Rosales aided Melgar cross the border. "He did state that he helped Melgar go across to Arizona and then also go across into Mexico. At this point, we think we can go by what our offender is telling us - that Melgar may be in Mexico," APD spokesperson Officer Nadine Hamby said. Police have already captured El Salvadoran Pablo Ortiz and identified him as an MS-13 gangster. Also in custody is Marvin Lopez Aguilar—another El Salvadoran gangster. Denny's cook Stephanie Anderson, 34, died in the robbery. Some witnesses say a bandit slipped and fell and shot Anderson accidently. Others say the shooter chased the cook down and shot her deliberately. http://www.kob.com/article/stories/S994884.shtml?cat=500 moreTop Is That The Gang Ms 13 Links
