Some of the worst offenders caught this week during Operation Cross Check include the following case examples: Ruiz Pina, from Mexico, was arrested by ICE agents in Houston on Feb. 24. He has convictions for unlawfully possessing a weapon, assault causing bodily injury, and drunken driving. PINA was ordered deported by a federal immigration judge in Houston, Texas, in 2005. He will be detained without bond at the Houston Contract Detention Facility pending removal from the United States. Juan Martinez, from El Salvador, was arrested by ICE on Feb. 24. He has been convicted for burglary of habitation-theft. Martinez was ordered deported by an Immigration Judge in Houston, TX in 1997. He will be detained without bond at the Houston Contract Detention Facility pending removal from the United States. Tomas Alvarez, from El Salvador, was arrested on Feb. 23. He has been convicted of possessing/delivering cocaine. Alvarez was ordered deported by a federal immigration Judge in Harlingen, TX, in 1990. He will be detained without bond at the Houston Contract Detention Facility pending removal from the United States. Any of the foreign nationals arrested during this operation who have active warrants will be referred to the associated local law enforcement agency and ICE will place detainers to ensure they return to ICE custody following disposition of their criminal cases. Those who have outstanding orders of deportation, or who returned to the United States illegally after being deported, are subject to immediate removal from the country. The remaining individuals are in ICE custody awaiting a hearing before an immigration judge, or pending travel arrangements for removal in the near future. This week’s special enforcement action was spearheaded by ICE’s Fugitive Operations Program, which is responsible for locating, arresting, and removing at-large criminal aliens and immigration fugitives — aliens who have ignored final orders of deportation handed down by the nation’s immigration courts. ICE’s Fugitive Operations Teams (FOTs) give top priority to cases involving aliens who pose a threat to national security and public safety, including members of transnational street gangs and child sex offenders. The officers who conducted this week’s special operation received substantial assistance from ICE’s Fugitive Operations Support Center (FOSC) located in South Burlington, Vt. The FOSC conducted exhaustive database checks on the targeted cases to help ensure the viability of the leads and accuracy of the criminal histories. The FOSC was established in 2006 to improve the integrity of the data available on at large criminal aliens and immigration fugitives nationwide. Since its inception, the FOSC has forwarded more than 150,000 case leads to ICE enforcement personnel in the field. This week’s enforcement operation is just one facet of the Department of Homeland Security's broader strategy to heighten the federal government’s effectiveness at identifying and removing dangerous criminal aliens from the United States. Other initiatives that figure prominently in this effort are the Criminal Alien Program, Secure Communities and the agency’s partnerships with state and local law enforcement agencies under 287(g). However, I know we can be trained to interact and read people. It's just like learning to play a sport and perform some other craft. For some it's natural; for other it's inductive. Generally speaking, I think people from major cities are more street smart than those from rural areas. They deal with street logic every day, so it happens involuntarily. I grew up in a rundown working class community in Houston (the fourth largest metropolis in America behind Chicago.) Many of the gangs and inner city problems overran my neighborhood. By the time I was diagnosed at age 19, I'd also lived in New York, Los Angeles, and Philadelphia. So I'd been around the block and had more life experience than most of the others in my group who lived sheltered lives in smaller communities. Nature plays a big part, but nurture plays another. Hence the expression, "people are products of their environments." Whats more, I'm the youngest of four kids, and I was raised by a single mom. My absentee father was hardly ever around when I needed them. Most Aspies I've known were only children, and their parents weren't divorced. Their upbringing was night-and-day compared to mine. Last but not least, I served three-and-a-half years in the military. Two of those years, I spent all alone in San Francisco (more than 1,000 miles away from everybody with no support.) I literally was forced into an environment where I had to adapt and overcome. Tony Attwood explained that Aspies use their crystallized intelligence and learn to interact with people through reasoning rather than intuition. Our interpersonal skills are acquired through induction rather than induction. It then becomes empirical data. In today's society it seems like we're supposed to hold hands and sing Kumbaya. I watched several documentaries about gangs. In my hometown, Houston, there's a large Hispanic gang name I believed called The Blastros. They make their own attire and have tattoos. They even go around flashing gang signs. Yet when they get pulled over, many of them pulled out the race card and accused the police of racial profiling. Tupac Shakur claimed vigorously that he wasn't involved in criminal activities. He insisted his THUG LIFE tattoo stands for "The hate you give little infants f**ks everybody." How did Tupac die again? I believe he was gunned down on the strip in Vegas. Can you tell me that wasn't gang-related? Before anyone accuses me of being a bigot, skin color has nothing to do with it. If I saw a white guy with his head shaved wearing combat boots with red shoelaces and several swastika tattoos, I'd know immediately I wouldn't want him marrying my sister. What ever happened to the old adage, "What you see is what you get." I doubt anyone who went to a job interview like that, he wouldn't get the job. I judge people by what they wear, how they present themselves, and what comes out of their mouths. You can tell a lot about a book by its cover. So If I figure some knucklehead, with enough tattoos to make a mural and enough body piercings to activate a metal detector, wears a bandana and tanktop goes around flashing gang signs, I trust my judgment. If he's not a criminal, I'd think he's a wannabe. He wants everyone else to think he's the meanest baddest tough guy ever to walk the streets. If I see a clean-cut guy (black, white, brown, or yellow) wearing a business suit or professional attire and speaking proper English, I would give him more credibility. I've been to a few places that creeped me out. One was none other than Philadelphia. I didn't feel much brotherly love when I noticed the inner city looked like post-World War II Germany. I felt the same about Baltimore. When my ex-girlfriend and I drove there, that place looked like the Serbian army plowed right through it. Gangs looked very rampant. I remember scurrying out of there because I was afraid we would both end up in bodybags. I don't ride the bus back to Houston, where I grew up, for the same reason. The bus station is near the Fifth Ward in the middle of gangland. It's beyond me how the government can spend so much money nation building around the world, but we can't even fix our own streets. Many of these places look like Third World countries. Two years ago, I when I travelled to Canada, I was embarrassed to see how well kept the cities are there compared to ours. I went to what was supposed to be the ghetto of Vancouver, and it looked like a regular working class neighborhood in any American city. You could leave your car unlocked, and it still wouldn't be stolen. The same was true about Toronto when I ventured there. None of the roads had potholes; there was no graffiti everywhere; the buildings were well-kept; and the sewer lines weren't bursting. One idea I had was to decriminalize all drugs. Perhaps if they legalized, diluted, and taxed them all, then there would be far less drug-related crimes. How ironic that the crime rate went down after Prohibition was repealed! These gang members have no respect for anyone or anything. These people are animals. What's worse is all the innocent people in between being killed in gang warfare. That's one of the primary reasons I'm glad I don't live in Houston anymore. My hometown is overridden with gangs. I'm afraid I might have to wear a bulletproof vest if I were to visit my old neighborhood where I grew up. How do we make our streets safer in America again?How about we just line them all up and shoot them? Wouldn't that work? Or we can put them all on a boat and ship them off to the Aleutian Islands in Alaska so they can all freeze to death. Houston police spokesman Kese Smith said Landry was driving his sport utility vehicle southbound on a city street, when a northbound car swerved into his path and collided with his vehicle. Landry and the driver of the other vehicle made U-turns and the vehicles collided again and Landry's SUV hit a utility pole. Smith said Landry got out of his SUV to inspect the damage, and was shot by one of the two occupants of the car. The suspects then fled the scene. Houston, the nation's fourth-largest city, accounted for just 71 of the 1,759 arrests in the roundup in 53 cities over the past four months, according to the report provided by Julie L. Myers, the assistant secretary of homeland security in charge of the U.S. Immigration and Customs Enforcement agency, or ICE. Myers said the reluctance of police departments in cities such as Houston and Phoenix to fully cooperate had forced federal immigration authorities to negotiate narrow, targeted enforcement efforts. "We have had certain instances where the cooperation has not been as full as we'd like," Myers told a news conference where she unveiled the latest results of the Bush administration's long-running campaign against transnational street gangs such as MS-13, which operates in the United States, Mexico and Central America. "It's definitely a problem for us if local law enforcement are encouraged not to cooperate with ICE or not to work with ICE even when we're talking about known gang members who may have committed very, very serious crimes," Myers said. Myers declined to specify cases where Houston law officers failed to cooperate fully with federal immigration agents in the hard-hitting, federal-state-local enforcement operation dubbed Operation Community Shield. Im looking to get some info on this question. I have done my research on some neighborhoods but I rather get straightfoward answers from people that actually live in or around these areas. I currently live in Houston TX and my wife and I along with our two daughters plan on moving up north to the NYC area. We would like to move somewhat close to the city it can be in NYC or around there like NJ. Were of middle class you can say. Im looking to move to a neighborhood where I can walk down the street to a store or drive around with my windows down and not worry about some punk kids throwing gang signs at me or having a gun flashed at me. Im not looking for a big fancy neighborhood cause of course I dont have that kind of money, but just a decent neighborhood where my wife and I dont have to watch our back while we enjoy being outside our home with our daughters. Lawyers for condemned murderer Jose Ernesto Medellin had argued his rights were violated when a Houston court tried and sentenced him to death in 1994 for the rape-slayings of two teenage girls. Specifically, Medellin, who was born in Mexico but who spent most of his life in Texas, contended he was denied legal help under international treaties when he was charged, tried, convicted and condemned for the 1993 slayings of Jennifer Ertman, 14, and Elizabeth Pena, 16, in Houston. At issue overall was how much weight U.S. courts should give to decisions of the International Court of Justice in The Hague, which ruled the convictions of Medellin and 50 other Mexican-born prisoners violated the 1963 Vienna Convention. In 1969, the Senate ratified the Vienna Convention, which requires consular access for Americans detained abroad and foreigners arrested in the United States. The Constitution states that U.S. treaties "shall be the supreme law of the land," but does not make clear who interprets them. In February 2005, Bush unexpectedly ordered new state court hearings for all 51 prisoners, whose cases have stirred tensions with foreign countries over convictions of their citizens in violation of international law. The Court of Criminal Appeals on Wednesday said the presidential order "cannot be sustained under the express or implied constitutional powers of the President relied on by Medellin and the United States or under any power granted to the President by an act of Congress cited by Medellin and the United States. "As such, the President has violated the separation of powers doctrine by intruding into the domain of the judiciary." The decision Wednesday means Medellin, 31, is not entitled to additional review of his international rights claim. The Supreme Court 18 months ago, citing the presidential order, rejected Medellin's case and those of the 50 other Mexican nationals on death row in the United States and sent them to their respective state courts for review. That ruling avoided the dispute over whether international law is binding on American courts. In 2004, the New Orleans-based 5th U.S. Circuit Court of Appeals sided with Texas in a ruling that federal relief for Medellin was barred because he did not file objections at his trial. In their arguments to the Supreme Court, Medellin's attorneys said his court-appointed trial lawyer was suspended from practicing law for ethics violations during the case, and he failed to call any witnesses during the guilt phase of the trial. Lawyers for Mexico said the country would have made sure Medellin had a competent lawyer had it known about the trial in 1994. Medellin was supported in his appeal by dozens of countries, legal groups and human rights organizations, as well as former American diplomats and the European Union. Much of the international community is opposed to capital punishment and the execution of Mexican nationals in Texas, the nation's most active death penaltly state, is a particularly touchy point. Medellin, 18 at the time, was one of six members of a fledgling Houston street gang convicted in the slayings of Pena and Ertman, whose bodies were found four days after they failed to return from a friend's house. The pair had been tortured, raped and strangled. They were attacked as they took a shortcut along some railroad tracks and stumbled on the group drinking beer after initiating a new gang member. One of Medellin's companions, Derrick Sean O'Brien, also 18 at the time of the slayings, was executed earlier this year. Evidence showed the girls were gang raped for more than an hour, then were kicked and beaten before being strangled by a belt or shoelaces. Two others, Efrain Perez and Raul Villarreal, had their death sentences commuted to life in prison when the Supreme Court last year barred executions for those who were 17 at the time of their crimes. Peter Cantu, described by authorities as ringleader of the gang, remains on death row without an execution date. O'Brien, in a confession, said Medellin was at one end of the belt being pulled around Jennifer Ertman's neck as he yanked on the other. The sixth person convicted was Medellin's brother, Vernancio, who was 14 at the time and received a 40-year prison term.Trainerma.., KISS MY ASS.
